I believe that it does matter how women dress in public, clothing depicts character, an indicator of how she feels about herself, and her values.

The way women dress definitely does have many implications. Though, the boundaries that we draw around the dressing will vary from woman to woman across different nations. Different nations grew under different cultural ideas and so, most of them follow what they inherited through cultural knowledge.

Like if people in my country see a woman wearing a sleeveless and a short jeans, most of us would consider it offensive and also in a way, demoralizing the "value" of a woman.

It differs though.
and also, the way women dress also has implications on how men behave socially. and the possibilities can be extreme and unsettling if they don't dress in a proper way, as considered according to a particular culture.

The way a woman dresses shows the way she characterizes herself. It shows her personality within. However, this is not true for all women but it is certainly true for some. While a woman may dress in something simply because it's comfortable-she must of liked the style somewhat in order to show the world what she is wearing. Therefore it does matter because it's a representation of the woman-and it's what others see first no matter what.

That may be in your case, but everyone thinks differently. The way a women dresses can heavily affect the men around her. Men are naturally attracted to chests and butts. Most are also attracted to a curvaceous body shape, which is defined by how a woman dresses.
