We can relate this to many things. One would be Plastic Surgery. Plastic Surgery increases the Human Beauty while this special neuro-surgery increases the human intellect, so it is logical to think that this procedure is ethical if plastic surgery is ethical, because the two are closely related, just a different cause. The causes are also seperated into a few categories subdivided by humans;
4. (Some controversy) Spirit.
These four are believed to be able to be massively increased at one time (or over time but with one change.) With Spirit, there are blessings, which seem ethical to humankind. With Strength, there come steroids and experimental muscle tissue enhancements. With Beauty, there is plastic surgery. And they all seem ethical. Now there should be no reason for intellect to seem not ethical.
It isn't just ethical; it's essential. At the current rate of progress, a single desktop computer will have the same processing power as every human being on the planet by 2030. With parallel progress in brain-scanning technology, it won't be long before a true artificial intelligence is created. Once that happens, if we don't take steps to vastly augment our own intelligences then the human race will be left in the dust while pure machines inherit the universe.

I was completely swayed from my earlier postion due the overriding logic withing patternjuggler's counterargument. Sometimes I hate that person.
We need to be hindering our debilitating, overactive minds, not increasing their capacity!
You need to look at the moral and life long effect this will have on the person, and the people / society around the person who is receiving an artificial Intelligence Implant in the brain.
While this may be medically sound to treat a patient with Severe Developmental Disability, It may not always be the right thing to do for some one who is simply trying to become more Intelligent with out approved good reason.
And naturally when you alter anything in Homo-Sapiens you get the Religious reaction, with people comparing, things they know nothing about, to abortion or crime. Then you get people saying science has gone to far and than the riots start.
Same old story.
I think that Artificially Increasing Intelligence through implantation of micro processors in to the human brain is moral but should be carefully controlled.
They have already tested this procedure on a comatose patient who has been in a coma since he was born. He now can control a computer just by thinking about it, that's to the work done by Nero-Surgeon's at Kings Hospital. They just implanted a small computer chip in to his head and fixed a wifi device on top of his head which sends the signal straight back to the computer in binary.
