Inconclusive. The only information given about the situation is from the news, and they keep making it seem like both sides have a significance in the shutdown. If I remember correctly, however, it was the Republicans who ordered the shutdown, and they along with everyone else went along with the idea, so therefore all parties as a collective shut the government down. If this is a question of who started what, however, it's kind of the democrats who ignited the fire started by proposing Obamacare in the first place.

They both are, undoubtedly. But Republicans are fully aware that it's a law and have known that for years...and they intentionally planned to threaten a government shutdown over this, rather than attempting to avoid it via aggressive negotiations. Neither party is willing to budge, and that'd usually be okay, but now other people are being affected in adverse ways due to Republicans not wanting to support a clearly well-intentioned law. It's asinine all around...but Republicans are trying for the gold of stupidity.
