Note that the person who asked didn't specify ILLEGAL drugs, just drugs in general.
I believe they should, as if they are not helping themselves, they don't deserve our help.
Same with alcohol. They can do what they want if they can afford it, but I think there are better uses of public money than funding someone's drug addiction or alcoholism. You could invest that money in services that help people overcome their addiction.

No because there is not ample evidence for the need. There is more abuse and death with legal drugs, than with illegal drugs. According to drugfreeworldonline.org: "prescription drug abuse causes the largest percentage of deaths from drug overdosing. Of the 22,400 drug overdose deaths in the US in 2005, opioid painkillers were the most commonly found drug, accounting for 38.2% of these deaths."

So this seems like just another scheme by men to abuse their power to control people instead of trusting God and praying for those who are in need of the Lord Jesus.
