Well seeing at it isn't possible for nuclear technology to wink out of existence, there might (might) be a positive side to responsible, treaty-bound governments possessing some nuclear weapons.

first, we need to define what exactly is a nation-state. In the latter part of the 20th century, the definition got somewhat muddled with the formation of organizations like OPEC and the European Union. Most often a nation state has been defined as a geographic area sharing ideological commonalities and economic interests. The internet and the resulting global economy has made this a bit more complicated. If we simplified it to nations with clearly defined geography and physical borders, then we might be onto something. While the cold war was a frightening time for many who lived in it, I think the current age is far more frightening.

Youd have to agree that the Soviets were nothing if not predictable, and the arsenals kept by the super powers resulted in a somewhat stable relationship..mutually assured destruction. The players in the game today are far less predictable and as we can see since 9/11, the world is far less stable.

Perhaps if the nations of the world all had a few nuclear weapons, we could return to that state of mutually assured destruction and restabilize the world.

I know you said "might", but I'm positive that the posession of nuclear weapons are for one purpose, weapons. All I can see these weapons can be used for are war so I have to say that if it was possible, I would hope the weapons "vanish".
