Fines are supposed to be a deterrent to criminal or unethical activity, and will not serve this purpose they aren't even a notch in the rich perpetrators bank account.

Being punished more for working harder than everyone else and succeding in life so you can make a decent income and not have to live off of someone elses paycheck (welfare)? makes sense.

Fines are set at a flat rate in order to ensure equivalent fairness among perpetrators. If they weren't stabilized, then do you not think that the justice system would be depicted by greed and corruption? However, a base fine will ensure that all are treated in a just manner as described by the Criminal Code, the Bill of rights in the USA and the Canadian Charter in Canada.

A guy in a ferrari speeding at 60 mph in a 35 zone should pay the same as a guy in a 1.0 Liter Geo Metro speeding at 60 mph in a 35 zone. It's the same crime, though it's actually a lot harder for the guy in the Metro to speed that fast so he tried harder -- maybe it's him that should pay more!
