Definitely. The ANC has held a monopoly on power ever since the end of apartheid, it is a one party system. There is extensive corruption in this government and there are still huge areas of unaddressed inequalities and underdevelopment in South Africa which requires dissent within the party to compel action. Dissent shows that there is a problem in the ANC government which would otherwise not be brought to attention, and therefore would not be resolved.
