Oh, Russia will reconsider. It will sound something like this:

Putin: Hey, Comrades, the EU is has anger to us.

(comrades): The E-Who?

Putin: Exactly.

Russia is in a constant power play with the world, especially the EU. Russia wants to control eastern Europe politically, as it did in the soviet days, and secure its spot as a regional power. So if the EU pressures it, Russia will think "how can I make my position more anti-EU?" and change it's policy accordingly.

I don't mind saying that anyone who thinks Russia will bend to EU pressure has no familiarity with Russian foreign policy.

Regardless if their perception is 'correct', what matters are these current perceptions because it is on them that a country/government bases its decisions.

Russia has an image of itself that is different from the one we, in the West, have of it. We see a fallen giant, whose body is being nibbled on by rats even as it struggles with its last breath. Russia sees itself as having fallen on its knees - only to notice a handy weapon on the ground, picked it up, and is in the process of getting up!

Just as a 'minor' symptom of this: Russia's poaching of some top 'major' league hockey players is, rightly or wrongly, seen by them as verification of their own perception that they have, indeed, gotten up!

Good analysis of this situation (not the hockey thing): http://motls.blogspot.com/2008/08/long-term-predictions-and-wishful.html

And a country/government which sees itself as being 'in a position of power' is not easily cowed! (Well, at least, not in countries where aged hippies and their progeny skew perceptions...)

I actually meant the UN but from what i hear about the EU they would probably do the same thing.
