First of all I want to say that I fundamentally disagree with the question. Stupidity, like almost everything, is a mix of both. However, I do think that environment has much more effect on stupidity, or at least what is traditionally considered stupidity.

MY belief is that intelligence works like height. We are born with a range of heights (I could never be taller than 6'4", no matter what I eat or do), but environment plays a big role as well. Eating your vegetables, exercising, these can all make someone taller, but try as you might, you will never surpass a certain, genetic height limit. I think intelligence is the same thing. Some people are born smarter than others, but things like reading, practicing critical thinking, and formal education, definitely play a major role in how smart or stupid you become.
