The way it is often played is that $500 is always put into free parking from the bank and any fines or taxes goes towards Free Parking. Once a person lands on Free Parking, they collect all of the money on it.
The official rules state that there is no reward of any kind for landing on free parking. Even though house rules are encouraged, the above mentioned rule does not improve the quality of the game. While it can make the poorer players opportunity, it can also just make the rich even richer. Monopoly is already a luck game by it's own rules. This house rule makes it even more of a luck game.

I love the Free Parking Payout. When playing with kids who are learning the game, it's a huge bonus and adds to the fun.
